Participate in the development of the City’s Phase 2 Stormwater Utility Fee Credit Policy. What would you do to reduce polluted runoff and earn credit off your annual fee? This survey is intended to gauge your familiarity and interest in several BMPs and other practices being considered for the residential properties.
The purpose of the Stormwater Utility Fee, adopted by City Council in 2017 to take effect in 2018, is to provide an equitable, dedicated source to fund the increasing costs of state and federal Chesapeake Bay protection mandates. Visit

The two-phase credit policy will provide a potential fee reduction for Best Management Practices (BMPs) that reduce stormwater pollution. The Phase 1 Credit Policy already includes credits for 1) mandatory structural practices on nonresidential properties and 2) voluntary litter clean-up activities for non-residential properties.
Phase 2 of the Credit Policy will apply to 2019 fees and include: 1) mandatory structural practices on residential properties, 2) voluntary structural practices on nonresidential properties and 3) a menu of voluntary residential homeowner practices.
